Ryad Shkair is a Justice Innovation Scaling and Subgrants Consultant at HiiL, supporting the Syria Justice Innovation Project IV. His work focuses on scaling readiness, Financial Support to Third Parties, partner engagement and risk-informed support to Syrian-led justice initiatives. He holds a Master’s degree in Conflict, Security and Development from the University of Sussex with Distinction, and a Bachelor’s degree in Economics.
Ryad has more than 16 years of experience in humanitarian, development, coordination and grant management work in Syria. He has managed and supported complex programmes with major international donors across protection, WASH, health, food security, education, livelihoods and early recovery, with a strong focus on partnerships, compliance and field realities.
Outside his formal work, Ryad is interested in research, public policy, social justice and writing on Syria’s political and humanitarian transition. He continues to engage with analysis related to conflict, sanctions, governance and access to justice.
