Themba Mahleka

The benefits in justice innovation however, are far reaching as they will impact so many other sectors and serve as a conduit to achieving all of the Sustainable Development Goals. Themba is an attorney by profession with an LLB from the University of the Witwatersrand, Johannesburg and a Certificate in Compliance from the University of Johannesburg. He commenced his career specialising in labour (employment) and commercial law. It is during the course and scope of labour law litigation that he developed the “itch” for developmental work. After practicing law, Themba decided to challenge himself further by joining Transparency International Zimbabwe (TI Z) as the Senior Legal Officer. TI is an international anti-corruption organisation that believes in values of transparency, accountability and integrity. Themba was the head of the Policy and Legislation unit of the organisation.

One of his key roles was to advocate for the further and better implementation and enforcement of the United Nations Convention against Corruption (UNCAC) as well as SADC and AU instruments. To this end, after being trained by the United Nations Office on Drugs and Crime (UNODC), Themba authored a Civil Society Parallel Report that outlined Zimbabwe’s enforcement and implementation of the UNCAC. Upon publishing this report, he was invited to the UNODC Headquarters in Vienna, Austria to present his findings (in 2013) and to sit on a panel discussing Beneficial Ownership (in 2014). This report has been an important tool for advocacy having enabled TI Z to engage the government and other stakeholders about where various gaps lie within the legal system.

Themba has also gained international and regional (Sub-Saharan Africa) experience having conducted assignments in jurisdictions such as South Africa, Namibia, Panama and Romania.
