Christine Okeno

Kenya Country Liaison Officer

I believe justice should work for people, especially those who need it most. Justice must be accessible, inclusive, and built around the real problems people face in their daily lives. I am driven by the conviction that justice systems should deliver practical solutions, restore dignity, and create trust between institutions and the communities they serve

Christine Okeno is the Kenya Country Liaison Officer at The Hague Institute for Innovation of Law (HiiL). In this role, she represents HiiL within the Kenyan justice sector, strengthening strategic engagement and institutional partnerships while advancing people-centred justice initiatives. She leads stakeholder engagement and coordination with justice actors in Kenya, supports the implementation of key justice reform initiatives, and provides strategic insights to inform programming and resource mobilisation. Christine joined HiiL in February 2026, drawn by its commitment to data-driven, user-focused justice reform and innovation, and its contribution to more accessible and inclusive justice systems.

Christine is a legal professional with extensive experience in justice reform, gender equality, and human rights. She holds a strong academic background in law and has worked across program management, litigation, policy development, and multi-stakeholder engagement, supporting initiatives that enhance access to justice and institutional accountability.

Christine previously led the access to justice program at UN Women, Kenya, and directly contributed to national legal and policy reforms to address barriers to access to justice.

Outside of work, Christine loves cooking, yoga and enjoys travelling.
