Abraham Selamu is the Monitoring, Evaluation and Learning (MEL) Advisor for East Africa at The Hague Institute for Innovation of Law (HiiL). He joined HiiL on 1 August 2026 and supports the organisation’s efforts to strengthen evidence-based, people-centred justice programming across East Africa. He brings more than 14 years of experience in monitoring, evaluation, accountability, learning, research, and adaptive programme management across Ethiopia and East Africa. Before joining HiiL, he held senior MEL, research, and learning roles with Kifiya Financial Technologies, Triple Line International Consulting, Plan International, Catholic Relief Services, and FAWE Regional Office, supporting programmes funded by partners including the Mastercard Foundation, USAID, FCDO, and the European Union.
He holds an MA in Development Economics and a BA in Management. His specialist expertise includes MEL system design, evaluation and learning reviews, outcome and systems-change measurement, qualitative and quantitative research, data quality assurance, gender and inclusion analysis, and evidence use for adaptive management.
At HiiL, Abraham contributes to strengthening credible evidence, learning, and decision-making so that justice programmes remain responsive to people’s justice needs and continuously improve through learning.
His professional accomplishments include leading systems-change measurement and learning across Mastercard Foundation youth employment portfolios, managing MEAL systems for education programmes supporting refugee, IDP, and host-community children in Ethiopia and Somalia, and leading or contributing to more than 30 baseline, midline, final evaluation, outcome, and learning assignments.
Abraham brings the same values of curiosity, learning, and human connection into his life outside work. He enjoys quiet moments with coffee and a good book, and he values time for exercise, including playing football when possible. Most importantly, he enjoys spending quality time at home with his children, where he finds energy, balance, and motivation. These personal interests reflect his belief in continuous learning, well-being, family connection, and staying grounded beyond professional life.
