The complexity of how social change happens is intellectually fascinating. I want to help make sense of the dynamic intertwining of resources, networks and mental models in systems, of the contribution of our work to making justice systems people-centred, and of what this means for people’s lives. When we are successful, we call this impact. When we fall short, we can harvest key insights and learnings for future interventions. In both outcomes, there’s everything to gain.

Luca Genovese has over 15 years of service in strategy, programme management, and Monitoring, Evaluation and Learning (MEL) across the NGO, foundation, and corporate sectors. He is dedicated to fostering social change and justice, guided by a leadership style focused on trust, accountability, empathy and empowering teams to reach their full potential.

At HiiL, Luca provides strategic and operational lead to MEL. Prior to his appointment, Luca has held key MEL and programme quality roles, including at Save the Children Netherlands, the UN World Food Programme in Burkina Faso, and lead research analysis at the Access to Medicine Foundation. He brings expertise in impact measurement, knowledge management, innovation, and applying automation and AI to development processes. Luca began his career in journalism.

Luca holds an Advanced Master’s in International Development from the Radboud University of Nijmegen, a Master degree in International Relations from the University of Napoli ‘L’Orientale’, and a bachelor degree in Communication and Journalism from the University of Salerno.

A major achievement during his time at Save the Children was leading a change project to institutionalize the Learning Organisation framework across the Netherlands office. He also developed and implemented a Programme Quality strategy to align his team’s operations and ways of working to a broader organisational change aimed at better localising thematic expertise.

Based in Amsterdam, Luca is a husband, and proud father of two girls. When he is not working, he enjoys spending time with his family, honing his skills in Italian cooking, reading and watching arthouse movies, and following his favourite football team.
