Building on a firm foundation: Why strengthening the rule of law must be Africa’s priority

Across Africa, rising insecurity, political fragility and economic uncertainty are increasingly linked to weak rule of law institutions. When justice systems fail to resolve disputes fairly and predictably, grievances deepen, investment declines and instability grows.

In this joint research brief, the Mo Ibrahim Foundation and HiiL examine how strengthening the rule of law can help break this cycle. Drawing on governance data, country examples and justice research, the brief shows why accessible and reliable justice systems are not only a governance priority, but a foundation for stability, economic opportunity and long-term development.
