He looked at\na fulfilled and tired audience at the end of the 9<sup>th<\/sup>&nbsp;edition\nof the&nbsp;<a href=\"https:\/\/innovatingjusticeforum.com\/\">Innovating Justice Forum<\/a>,\nthe&nbsp;<a href=\"https:\/\/www.justice.sdg16.plus\/thehague\">Justice Partnership Forum<\/a>,\nand a&nbsp;<a href=\"https:\/\/www.justice.sdg16.plus\/thehague\">ministerial meeting<\/a>.<\/p>\n\n\n\n<p>The gathering produced an important political\ndocument that can now be invoked and used to guide strategy making and\nimplementation:&nbsp;<a href=\"https:\/\/www.justice.sdg16.plus\/thehague\">the <em>Hague Declaration on Equal Access to Justice for All by 2030<\/em><\/a>.\nA large group of ministers of justice \u2013 Afghanistan, Argentina, Canada,\nEthiopia, Gambia, Guinea, Indonesia, Libya, the Netherlands, Niger, Palestinian\nTerritories, Rwanda, Sierra Leone, Timor-Leste, Tunisia, Uganda, and Ukraine \u2013\ntogether with ministers for international cooperation, leaders of international\norganizations, and the Elders set five significant priorities:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong><em>Put people and their legal needs at the center of justice systems. <\/em><\/strong><em>Understand what people need and want when they seek justice, which obstacles they face, and what kind of justice they receive.<\/em><\/li><li><strong><em>Solve justice problems. <\/em><\/strong><em>Transform justice institutions and services through a broader range of justice providers, using high-tech as well as low-tech innovative solutions, based on data, evidence and learning, while taking into account the specificities of each context.<\/em><\/li><li><strong><em>Improve the quality of justice journeys.&nbsp;<\/em><\/strong><em>Empower people to understand, use and shape the law, while offering them fair informal and formal justice processes that meet their needs in terms of both procedures and outcomes.<\/em><\/li><li><strong><em>Use justice for prevention. <\/em><\/strong><em>Make use of mediation and other methods to prevent disputes from escalating; address legacies of human rights violations; and invest in justice systems that are trustworthy and legitimate.<\/em><\/li><li><strong><em>Provide people with means to access services and opportunities. <\/em><\/strong><em>Break down the legal, administrative, and practical barriers that people face to obtain documents, access public services, and participate fully in society and the economy, while promoting gender equality.<\/em><\/li><\/ul>\n\n\n\n<p>As someone who was in the room I can tell you that\njustice leadership in Argentina, The Netherlands, Niger and Timor-Leste has\nmuch more in common than one would think. New plans and practices are emerging.\nOne of them: to have more meetings at the leadership level to talk about the\nbest ways to implement these priorities. The&nbsp;<a href=\"http:\/\/justiceleaders.org\/\">Justice Leadership Group<\/a> committed helping them do this.&nbsp;<a href=\"https:\/\/theelders.org\/who-we-are\">The Elders<\/a>&nbsp;also unveiled a plan:&nbsp;<a href=\"https:\/\/theelders.org\/news\/2019-year-justice\">their access to justice programme<\/a>. This brings\nthe voices of 11 global leaders to the table \u2013 leaders that have access to the\nhighest levels of governments.<\/p>\n\n\n\n<p>The Hague meetings also provided clarity about the\nsize of the problem. The final report of the Task Force on Justice is still\ndue. In the meantime, the World Justice Project, which led a working group on\nthe justice gap, published a&nbsp;<a href=\"https:\/\/worldjusticeproject.org\/our-work\/publications\/working-papers\/measuring-justice-gap\">Working Paper<\/a>&nbsp;that\nsignificantly deepens the understanding of where the main needs lie. An\nestimated 5 billion people in the word have unmet justice needs. There are 244\nmillion people who experience extreme conditions of injustice. They live in\ncountries where it is unsafe and rule of law is largely absent. Second: 1.5\nbillion people have unmet legal needs. They can\u2019t get a solution If they have a\nlegal problem connected with housing, employment, family, and other issues\nconnected with daily life. This affects the most vulnerable groups most. The\nthird group is the largest: 4.4 billion people who lack legal identity or other\ndocumentation related to employment, family or property and the like. Because\nof it, they don\u2019t get the protection of the law. In December, HiiL\npublished&nbsp;<a href=\"https:\/\/www.hiil.org\/news\/peace-and-justice-are-needed-at-magnificent-scale\/\">a report<\/a>&nbsp;that has\ndata about the consequences of not having access to justice are. Violence,\npersonal injury, loss of income, stress, damaged relationships, and an\nincredible amount of loss of time. Work is being done to get more data about on\nthe financing of justice. A first estimation shared by Marcus Manuel of the\nOverseas Development Institute in a panel at the Innovating Justice Forum is\nthat it would cost $20 per person to provide basic justice care in low income\ncountries. That is less than universal health care, which the&nbsp;<a href=\"https:\/\/www.who.int\/mediacentre\/factsheets\/fs320.pdf\">WHO estimates<\/a>&nbsp;costs\naround $34 per person. An estimated 2 billion people live in countries that\ncan\u2019t afford half the costs of universal basic justice care. Innovation and\ncreativity is needed, because the share of aid going to justice has fallen with\n40% in the last five years.<\/p>\n\n\n\n<p>The Innovation Working Group of the Task Force on\nJustice also launched&nbsp;<a href=\"https:\/\/www.hiil.org\/news\/innovating-justice-needed-and-possible-report-of-the-innovation-working-group-of-the-task-force-on-justice\/\">a report<\/a>(disclosure: I am\none of its members). It concludes that innovation in the justice sector is both\nbadly needed and possible. The Working Group proposes new mental models for the\njustice sector that are very much in sync with the&nbsp;<em>Hague Declaration<\/em>:\nmake justice delivery efforts more people-centered and outcome-based. It sets\nout a number of promising innovation directions, with a list of examples from\nall over the word. It looks at the system changes that are needed to reach\nscale, the most important of which is the need to level the playing field for\njustice innovations. Regulatory frameworks must open up so that they can get\naccess to clients, money, and partnerships.<\/p>\n\n\n\n<p>It was not all reports and declarations. Twelve\njustice innovations from ten different countries battled&nbsp;<a href=\"https:\/\/innovatingjusticeforum.com\/crimesync-wins-the-innovating-justice-awards-2019\/?fbclid=IwAR0eBpcQytB1aTg7IgVw5ZtJIv4q4GwqfVIS3tbBOlcq__RV_tzGPX23YK8\">the 2019 Innovating Justice Award<\/a>s.\nFirst prize went to&nbsp;<a href=\"https:\/\/crimesync.xyz\/\">CrimeSync<\/a>&nbsp;from Sierra\nLeone. Their web and mobile application allows ministries of justice,\njudiciaries, prosecutions services, police and prison services to organise,\ncollaborate and share information.&nbsp;Runner up was&nbsp;<a href=\"https:\/\/haqdarshak.com\/home\">Haqdarshak<\/a> from India, which supports citizens discover, apply\nfor and benefit from welfare schemes. South African innovator&nbsp;<a href=\"https:\/\/creative-contracts.com\/%EF%BB%BF\">Creative Contracts<\/a> came third with visual\ncontracts that are easy to understand for everyone. The jury concluded that all\nthese justice innovations be scaled across many countries.<\/p>\n\n\n\n<p>A raft of more international meetings is foreseen around SDG 16.3 The<a href=\"http:\/\/www.oecd.org\/gov\/equal-access-to-justice-oecd-expert-roundtable-portugal-2019.htm\">&nbsp;OECD<\/a>, the&nbsp;<a href=\"https:\/\/worldjusticeproject.org\/world-justice-forum-vi\">World Justice Forum<\/a>, and the&nbsp;<a href=\"https:\/\/www.opengovpartnership.org\/events\/ogp-global-summit-2019-ottawa-canada\">Open Government Platform<\/a>. In July, progress in meeting SDG 16 will be assessed and the UN <a href=\"https:\/\/sustainabledevelopment.un.org\/hlpf\/2019\/\">High Level Political Forum<\/a>. In September, the Heads of State and government will do the same.<\/p>\n\n\n\n<p>These are many committed groups. Together, they make up a committed global movement.
