The Justice Needs and Satisfaction (JNS) study was released at the Laico Hotel in Tunis where several high-level officials attended, including Mr. Kamel Eddine Ben Hsan, Head of Cabinet at the Tunisian Ministry of Justice and representative of Mrs. Leila Jaffel, Minister of Justice; Dean of the Bar Association, Mr. Hatem Mziou; Her Excellency the Dutch Ambassador to Tunisia, Mrs. Josephine Frantzen; and Dr. Sam Muller, the founder and CEO of The Hague Institute for Innovation of Law.<\/p>\n\n\n\n<p>The JNS study is based on interviews conducted by HiiL with more than 5,000 randomly selected Tunisian adults. It provides ample evidence of people&rsquo;s experiences including the types of legal problems facing Tunisians, what actions they took to solve those problems, and if they felt they managed to reach a fair resolution. The JNS also shed light on how people in Tunisia view the quality of procedures, including the fairness of outcomes and the cost of accessing justice.<\/p>\n\n\n\n<div class=\"wp-block-buttons is-layout-flex wp-block-buttons-is-layout-flex\">\n<div class=\"wp-block-button\"><a class=\"wp-block-button__link has-white-color has-luminous-vivid-orange-background-color has-text-color has-background wp-element-button\" href=\"https:\/\/www.hiil.org\/projects\/justice-needs-and-satisfaction-in-tunisia\/\" target=\"_blank\" rel=\"noreferrer noopener\">Access the report: Justice Needs and Satisfaction in Tunisia 2023 [English &amp; Arabic]<\/a><\/div>\n<\/div>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u00ab\u00a0We see that more than ever, people and businesses are asking justice systems to be better,\u00a0\u00bb said Sam Muller, CEO of HiiL. \u00ab\u00a0If our societies are to reduce violence, protect the environment, address inequality and repair broken social contracts, then they will need revamped justice systems that respond effectively \u2013 and cost-effectively \u2013 to people\u2019s needs.\u00a0\u00bb<\/p>\n<\/blockquote>\n\n\n\n<p>The JNS report provides accurate data that can be used by decision-makers, justice service providers, and innovators in Tunisia to enhance access to justice. This can be achieved by focusing on the most burdensome legal problems affecting people, as well as strengthening the most effective justice services and supporting legal innovations that enhance the right to access justice.<\/p>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-large is-resized\"><img decoding=\"async\" src=\"https:\/\/www.hiil.org\/wp-content\/uploads\/2023\/03\/Tunisia-JNS_2023-cover-employment-1024x1024.jpg\" alt=\"\" class=\"wp-image-16614\" width=\"489\" height=\"489\" srcset=\"https:\/\/www.hiil.org\/wp-content\/uploads\/2023\/03\/Tunisia-JNS_2023-cover-employment-1024x1024.jpg 1024w, https:\/\/www.hiil.org\/wp-content\/uploads\/2023\/03\/Tunisia-JNS_2023-cover-employment-300x300.jpg 300w, https:\/\/www.hiil.org\/wp-content\/uploads\/2023\/03\/Tunisia-JNS_2023-cover-employment-150x150.jpg 150w, https:\/\/www.hiil.org\/wp-content\/uploads\/2023\/03\/Tunisia-JNS_2023-cover-employment-768x768.jpg 768w, https:\/\/www.hiil.org\/wp-content\/uploads\/2023\/03\/Tunisia-JNS_2023-cover-employment-1536x1536.jpg 1536w, https:\/\/www.hiil.org\/wp-content\/uploads\/2023\/03\/Tunisia-JNS_2023-cover-employment-2048x2048.jpg 2048w, https:\/\/www.hiil.org\/wp-content\/uploads\/2023\/03\/Tunisia-JNS_2023-cover-employment-480x480.jpg 480w\" sizes=\"(max-width: 489px) 100vw, 489px\" \/><\/figure>\n<\/div>\n\n\n<div style=\"height:60px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"has-luminous-vivid-orange-color has-text-color wp-block-heading\"><strong>Key findings from the study:<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>One in three<\/strong> people in Tunisia experienced <strong>at least one legal problem<\/strong> in the past year.&nbsp;<\/li>\n\n\n\n<li>Roughly <strong>23%<\/strong> of all legal problems <strong>are completely or partially resolved<\/strong> but only <strong>half of those<\/strong> resolutions are assessed as <strong>being fair<\/strong>.<\/li>\n\n\n\n<li>The <strong>four most common categories<\/strong> of legal problems affecting Tunisians are related to <strong>neighbour<\/strong> relations, <strong>money<\/strong> disputes, issues around <strong>public services<\/strong>, and <strong>employment<\/strong> problems.&nbsp;<\/li>\n\n\n\n<li>The majority of <strong>legal problems never reach the formal justice system<\/strong>. When seeking help, <strong>25%<\/strong> of Tunisians <strong>turn to family<\/strong> while <strong>15%<\/strong> seek help from<strong> friends or neighbours<\/strong>. Only <strong>7%<\/strong> of Tunisians <strong>engage a lawyer <\/strong>and <strong>4% go to court<\/strong>.&nbsp;<\/li>\n\n\n\n<li>In total, <strong>people in Tunisia experience 5 million legal problems every year<\/strong>. This has a significant impact on social and economic development throughout the country.&nbsp;<\/li>\n<\/ul>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>Addressing these challenges in access to justice is part of <strong>people-centred justice programming<\/strong>, a systemic and integrated approach taking shape globally and emerging in Tunisia. It enables justice institutions, practitioners, implementers, and donors to put people at the centre of their work, thus focusing on outcomes for people.&nbsp;<\/p>\n\n\n\n<p>The people-centred justice approach has five components: 1) Gathering data on people\u2019s justice needs and experiences; 2) Using evidence-based practice and promoting \u2018what works\u2019; 3) Supporting scalable and sustainable justice innovations and service delivery models; 4) Creating an enabling environment to sustain the results; and 5) Strengthening the movement towards SDG16.3 \u2013 equal access to justice for all. Together, they keep the focus on getting justice systems to fulfil their potential to society and the economy.&nbsp;<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full is-resized\"><img decoding=\"async\" src=\"https:\/\/www.hiil.org\/wp-content\/uploads\/2023\/03\/HiiL-presentation-Jan-2023-core-messages.png\" alt=\"\" class=\"wp-image-16611\" width=\"707\" height=\"397\" srcset=\"https:\/\/www.hiil.org\/wp-content\/uploads\/2023\/03\/HiiL-presentation-Jan-2023-core-messages.png 1280w, https:\/\/www.hiil.org\/wp-content\/uploads\/2023\/03\/HiiL-presentation-Jan-2023-core-messages-300x169.png 300w, https:\/\/www.hiil.org\/wp-content\/uploads\/2023\/03\/HiiL-presentation-Jan-2023-core-messages-768x432.png 768w\" sizes=\"(max-width: 707px) 100vw, 707px\" \/><\/figure>\n<\/div>\n\n\n<div style=\"height:60px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cThe JNS report is the first of these components,\u201d said Ronald Lenz, Director of the Tunisia programme at HiiL. \u201cThe data it contains can help create impact at scale which can only be achieved through more collaboration. We welcome the government and other organisations to explore this data and to work with us so the data can be impactful in their own work.\u201d<\/p>\n<\/blockquote>\n\n\n\n<p>A presentation on Tunisia\u2019s people-centred justice programme took place during the JNS launch event. Implemented in partnership with local stakeholders, the programme supports existing efforts underway by the Tunisian Ministry of Justice. These efforts are aimed at increasing access to justice.&nbsp;<\/p>\n\n\n\n<p>The launch also provided a space for interaction and networking between key actors in the justice sector. The recommendations support policymakers and providers of justice services as they work to improve how legal problems get prevented or resolved in a fair and effective way.&nbsp;<\/p>\n\n\n\n<p>At HiiL, we strive to ensure that justice sector professionals spend time in ways that people expect and direct services towards those priorities. HiiL\u2019s CEO, Sam Muller, added that collaborating with Tunisia stems from this shared commitment.&nbsp;<\/p>\n\n\n\n<p>\u201cIn 2019 at the Peace Palace in The Hague, Tunisia was among the first countries in the world to highlight the new people-centred justice approach and committed to applying it by signing on to The Hague Declaration on Access to Justice.
