ICC Legal Tools Project
Summary of the Project
International criminal law has rapidly developed over the last 15 years, at both the international and the domestic levels. Access to legal information in this relatively new area of law, however, is currently either fragmented or otherwise complicated. It is essential that this data and information is collected and made available to those who will need it the most, such as practitioners, scholars, and other interest groups.
The Legal Tools Project was developed at the International Criminal Court (ICC) as of 2002 and comprises a unique suite of more than 15 different electronic legal services. Their purpose is to equip users with the legal information, commentaries and software required to work effectively with international criminal law. The project provides a comprehensive collection of resources relevant to the theory and practice of international criminal law, and brings modern technologies into the investigation, prosecution and defence of core international crimes.
Initially conceived to assist the ICC as an internal system, the Legal Tools have been made available to the general public. The actual development of the Legal Tools has been outsourced to agencies with expertise in this field – the Legal Tools Outsourcing Partners.
Based on the Cooperation Agreement with the ICC concluded in October 2008, HiiL will take part in the Legal Tools Project as an Outsourcing Partner, by working (jointly with T.M. C. Asser Institute) on the development of two Legal Tools:
- national jurisdictions (an overview of national legal systems which contains information helpful for conducting comparative research on criminal law and procedure and on the legal status of core international crimes in these systems);
- national cases (most relevant decisions issued by domestic courts and tribunals concerning genocide, crimes against humanity, and war crimes, both in civil and criminal matters).
